The short version, from the cited sources

Jumeirah Beach is Dubai's shorefront: white sand and warm, usually placid Gulf water running beneath a skyline that includes the sail-shaped Burj Al Arab and, farther along, the towers of Dubai Marina. Public sections with jogging tracks, night-swimming zones lit after dark and adjacent kite-surfing beaches alternate with hotel strands. The water is among the warmest of any major urban beach, exceeding thirty degrees in late summer.
